In addition of the poor players without a hat, there were 71 players with a hat, but also with a Topps bad airbrush job. The reason for so many of these is the same as with the hatless: Kansas City's move to Oakland, four expansion teams, a logo dispute with the Astros, and Marvin Miller.
Look at Topps - trotting out a 5-year-old photo of Jim Grant when he was with the Indians.

27 from off-season trades (not necessarily the 68/69 off-season!)
7 due to the Astros' logo issue
5 due to the Athletics relocation after 1967
1 (Tom Egan) due to the Angels relocation FOUR YEARS EARLIER!
Sigh, 69 Topps still makes me sad.
